Özet

Bu makale uluslararası göçün Soğuk Savaş sonrası dönemde bir güvenlik sorunu olarak inşası, bir diğer deyişle, güvenlikleştirilmesi sürecini ve nedenlerini ele almaktadır. Soğuk Savaş sonrası dönemde güvenlik kavramı yeniden tanımlanma sürecinden geçmiş ve iki-kutuplu dünya düzeninin sona erişiyle yeni ve farklı güvenlik sorunları ve riskleri ile karşı karşıya olduğumuzu vurgulayarak güvenlik sorunları inşa eden yeni bir güvenlik anlayışı geçerlilik kazanmıştır. Bu yeni güvenlik anlayışı ve söylemi uluslararası göçü de güvenlikleştirilen olgulardan biri haline getirmektedir. Bu makale, göçün güvenlikleştirilme sürecini, en uzun göç deneyimine sahip ve Soğuk Savaş sonrasında dünyanın en çok göç alan ülkesi olan ABD ile üye devletleri II. Dünya Savaşı sonrası göç ülkeleri haline gelen ve Soğuk Savaş sonrası dönemde göç akımlarından yoğun olarak etkilenen AB'nin göç politikaları ve bu bağlamlarda göçe ilişkin hakim söylemler çerçevesinde analiz etmektedir. Bu analiz uluslararası göçün güvenlikleştirilmesini sorunsallaştırmakta ve uluslararası göçü güvenlikleştirme çerçevesinden çıkararak ulus-ötesi sosyal dönüşümler çerçevesinde ele almanın gerekliliği ve imkânları üzerinde durmaktadır.
