Özet

İnsani müdahale konusu birçok farklı disiplinle ilintili olduğu için, kavramın farklı tanımlamaları ve kategorileştirmeleri ile karşı karşıya gelmek mümkündür. 'İnsani' ve 'müdahale' terimleri farklı durumlara işaret ettiğinden ikisinin tek bir kavram altında bir araya getirilmesi, kendiliğinden 'tanıma ilişkin sorunları çözmeye yetmemektedir. İnsani müdahale gerçekten de ya insancıl ya da müdahaleci olarak tanımlanabilecek çok farklı fiillerin nev'i şahsına münhasır bir altkümesi olarak durmaktadır. Tanımla birlikte, insani müdahaleyi üstlenme salâhiyetine sahip aktörlerin kim veya kimler olacağı sorunsalı da kavramın tanımı ile ilgili diğer bir tartışmalı husus olarak ön plana çıkmaktadır. Müdahalenin nedenleri, amacı, zamanı ve sonrası yapılacak işlemler de tartışmalı ve belirsizliklerle doludur.
